Шановні політично активні громадяни,

вперше в історії незалежної України відбувся захід подібного рівня.

80 учасників з 35 країн ЄС провели засідання Ради УЕРР (Молодіжне крило Народної партії Європи) обговорювали моживості України щодо реальної Європейської інтеграції та прийняли резолюцію щодо можливості українських політичних партій право-центристського спрямування брати участь в політичному житті Європейського Союзу.

RESOLUTION

‘Amendments to the European People’s Party Statute’

(Proposed by CDYU and Young Rukh, the 25th of October, 2003, Kyiv, Ukraine)

After the breakdown of Soviet block in most of new established countries on the post-Soviet territory the authoritarian and totalitarian political forses gained the power. The integration of the countries into European organizations is not the aim for these political forses as far as in this case they need to implement the whole complex of events towards the authority system reforms, democratization of society, and setting up the main principles of primacy of law.

At the same period in Newly Independent States influential center-right political parties were formed, which support the idea of democracy and Europian choice. After gaining the power those political parties would substantially improve the situation in their states. The possibility of permanent contacts of these parties with their counterparts abroad, which are very important, can be realized in the EPP family.

Nowadays we are to state that parties from countries-members of the Council of Europe, which are neither members of European Union, nor countries-applicants, are excluded from all European political processes (for example, they cannot be members of EPP) and this fact has negative influence on aspirations of these countries to European integration. Moreover, very important is the possibility for representatives of Christian-Democratic and Conservative parties from NIS to participate in decision-making process, which will influence on European people’s life.

Taking into consideration the above mentioned, we, the representatives of YEPP, realizing the fact that Europe is not limited by European Union borders, and peace and stability in Europe are impossible without involvement of all countries of the region to common dialogue to improve understanding among all European nations,

Recommend to EPP Secretariat to envail for the discussion of leading bodies of EPP the following amendments to the EPP Statute:

‘To add to the article 4 “Membership” of the Statute in Chapter C after words “Parties from countries whose applications for membership of the European Union have been introduced…” the words “or from countries which are members of the Council of Europe”

ON TUZLA ISLAND CONFLICT

The Christian Democratic Youth together with Young Rukh – members of the Youth of Euroepan People’s Party express the deep disturbance because of unfriendly actions of the Russian Federation towards Ukraine connected with the dike building in the direction to the Ukrainian island of Tuzla in the Kerch Strait.

The way it is built, and the claims made by the top politicians of Russian Parliament, have obviously provocative character. The Russian authorities and top governmental representatives not only reject to inform about aims, time framework and planed scale of dike construction (which has almost reached the Ukrainian state border), but also make controversial declarations on territorial claims for Tuzla island and Ukrainian territorial waters.

The Christian Democratic Youth of Ukraine together with Young Rukh states that actions of the Russian Federation in the Kerch Strait are a serious threat for peace and stability in the Black-Azov sea basin and in all Europe, as they:

- Demonstrate disrespect to norms of the international law and principles of good neighborhood among the peoples;

- Contain the potential threat of the armed conflict between the states;

- Contradict with the international guarantees of the territorial integrity which Ukraine obtained having deliberately refused from nuclear weapons; and may lead to changing Ukraine’s status into nuclear one;

- Are means of pressure on Ukraine to make it proclaim the Azov sea and the Kerch Strait the “internal sea” which will make the free international shipping in the mentioned waters impossible;

- Is a dangerous precedent. If left without special attention, it may favor the increase of Russian intentions to make further territorial claims.

Taking into account all mentioned above, European countries can not underestimate the importance of the issue as well as the possible consequences of Russia’s actions in the Kerch Strait.

We call on the Council of Europe, the European Parliament, and OSCE to declare their support of Ukraine’s territorial integrity, sovereignty of European borders; to condemn the dangerous actions of the Russian Federation; and to take measures to stop these actions before they lead to large-scale international conflict.

We are strongly convinced that European states and European institutions should develop explicit policy towards the solution of the problem.

We believe that their non-acceptance of violation of international law norms as well as claims for the territory of a state will serve best to the promotion of peace and stability in Europe.
